Users perspective on IT, Moldava, Transition economy
Current IT usage in the following areas of social sphere is described: pension system, labor market and unemployment service, social assistance. User requirements and ways of their satisfaction are analyzed. Special attention is paid to increasing of quality of service of different groups of users and perspectives of IT implementation in the social sphere.
Republic of Moldova is a New Independent state (former Republic of the USSR), situated in East Europe. In present, economic system of the Republic of Moldova go through transition from planned to market economy. At the same time social sphere undergo significant changes. Reform of the social insurance system started in 1998 by adoption of the “Concept of pension system reform”. In 1998-2000 a number of social security legal acts were adopted.
In present social security system covers the following groups of population (total population of the Republic of Moldova is 3.6 mln. people):
state social insurance pensions – 705 thou (20% of population)
state targeted compensations – 280 thou (8%)
state benefits 30 thou (1%)
unemployment benefits – 50 thou (1%)
social services at home – 130 (4%)
Institutional structure of the social security system also undergo significant changes. In 2001 the National Social Insurance House (NSIH) was formed. NSIH inherited functions of former Social Fund, Department of Pensions, Computer Center and local social security offices. Creation of the NSIH and redistribution of functions required changes in IT strategy, implementation of new Information and Communication Technologies.
At the present time the National Information System (NIS) “Population and Social Protection” includes the following Information Systems (IS):
IS Pensions
IS State Benefits
IS Targeted Compensations
IS Unemployed
IS State Social Budget Contribution
Currently IS uses outdated technologies. Now on the base of analysis of Business Processes in the National Social Insurance House as well as analysis of User Requirements new information system is creating. In creation of new information system 3 level client-server structure will be used.
We would like to discuss technological aspects of such system creation with system developers and users. Especially we would like to discuss creation of the Intranet environment for National Social Insurance House.
