Goals and Objectives

          To develop goals and objectives, the priority needs and capacities were presented to 10 groups of concerned citizens (e.g., J.C.s, homemaker clubs, Mental Health Advocacy), city and county elected officials, church leaders, school officials, and The Arlin Association of Service Providers.  After a presentation on the priority capacities/needs by one or two members of the Task Force, each group discussed the following:

  1. The feasibility of achieving each need

  2. Possible goals and objectives to address needs

  3. The feasibility of accomplishing each objective

  4. Possible source of funds for each objective

  5. Who may support and oppose each objective

  6. Possible strategies/ tasks to achieve objectives

         The Arlin Mental Health Task Force, during an all day meeting on November 13, 2000, developed the following goals and objectives.  Outcome objectives state what will be achieved.  Process objectives state how it will be achieved.  Following the goals/objectives is a list of the priority needs addressed.

Goal 1: To have Arlin residents capable of receiving Metroplex social service help by dialing one easy-to-remember telephone number (capacity 4; needs 1)

Outcome objective 1.1: To provide all Arlin residents Metroplex wide 211 telephone capacity by December 2001. 

Process objective 1.11:  To have coordinated I&R services available in Arlin from 7 am - 10 pm by September 2001

Goal 2: To have residents aware of the I&R services and how to use  211 (capacity 1; needs 1)

Outcome objective 2.1: To have 10 percent of the residents of Arlin aware of coordinated I&R services and how to access them as measured by a telephone survey of residents by December 2001.

Process objective 2.11: To develop and distributing 5000 pamphlets describing all community agencies, the services they provide, and how to access them by September 2001.

Process objective 2.12:  To develop and run a promotional campaign during October 2001 through television, the Internet, radio, and print media to inform Arlin residents of the range of services available and how to access them.

Goal 3: To address the problems of adolescent pregnancy and child rearing (capacity 1,4; need 3)

Process objective 3.1:  To have a task force with Arlin Independent School District, agency, and consumer members develop a plan determining options to address priority needs #3, 5, 6, & 9 before March 2001.

Goal 4: To promote healthy lifestyles in youth to combat drugs and violence (capacity 1, 2, 4; need 4)

Outcome Objective 4.1:  To increase by 10% the number of children and youth indicating healthy recreational activities on the annual school survey administered in May 99.

Process objective 4.11:  To have the park board, school district, YWCA/YMCA, and boys and girls clubs initiate one additional program fostering constructive activities for Arlin children and young adults by April 2001.

Process objective 4.12:  To have the Chamber of Commerce find local businesses sponsors for each of the programs developed through Objective 4.11 by August 2001.

Goal 5: To promote families and neighborhoods through existing services (capacity all; need 2,7,9)

Outcome objective 5.1:  To decrease the number of people on the waiting lists to receive family counseling by 90% by December 2001.

Process objective 5.11:  To have members of the Association of Private Practitioners provide 1000 hours of low-cost family counseling by December 2001.

Process objective 5.12:  To have the city form an interdepartmental task force to develop a plan specifying ways that existing services can be reoriented to strengthen families and neighborhoods, e.g., neighborhood pride programs, sponsoring events for the whole family, etc. by August 2001.

Process objective 5.13:  To have 10% of member businesses of the Chamber of Commerce examine work practices to see if they can better promote families and neighborhoods by December 2001.
